Allan Sekula employs both the panorama and the detail in this pointedly political study, touching on the art historical imaging of the maritime, the circulation and collection of these images, and obliquely, their relation to globalized trade relations. The date of Sekula’s letter to Gates is that of the “battle in Seattle,” during the World Trade Organiza-tion’s 1999 meeting.
